Yes, that is my understanding. To the best of my knowledge that includes the initial 5GB of "free space". I have not seen anything that says you cannot "stack" the extra by paying more per month.
They allow you to do that with Office subscriptions, up to a maximum of 5 years. I have never seen an upper limit mentioned for OneDrive space. It is really easy money for them so I can't see them limiting it. Have you considered buying an external Hard Drive.
